- Hello, Alexey Sambuyevich! This is your first big interview in the status of the Head of the Republic. It is very pleasant that it takes place on air of GTRK "Buryatia".

- Hello!

Y.Atanov:

- Our company broadcasts throughout the republic, which means that the interview will be seen even in the most remote corners of Buryatia.

T. Migotskaya:

- And the first thing I would like to ask. The income part of the budget depends on your personal efforts: grants, subsidies, personal ties, but such a situation can not last forever. How to change the situation?

A. S. Tsydenov:

- For sure, I am pleased to hear such words but it is not only my effort. The income part of the budget - all those subsidies, they are the system solutions, which were under the patronage of the President of our country. And the fact that in 2017 the subsidy for the balance of the budget increased for 4 billion rubles was not my decision. And for the next year the subsidy will be increased for more than 400 million rubles in comparison with 2017. This is a systemic decision that was adopted at the level of the Government in accordance with the President's instruction on the modal budget, when the budget revenues and expenditures are estimated. And, first of all, the cost of the main cost items in comparison with the average level for the corresponding region. It had been clear that Buryatia had been underfunded, and next year they added more money.

T. Migotskaya:

"But a billion rubles spent on roads is your merit as weel as the airline "Pobeda". I can list long enough ...

A. S. Tsydenov:

- Well, yes, thank you! This, indeed, is my part in resolving these issues. But it is clear that to focus on asking for money is wrong attitude to the situation. It is necessary to earn money. In this regard, we need to raise our own revenue base, we need to develop production, to develop those sectors of the economy that bring in revenue. We have various types of basic economic activity in terms of income structure. Agriculture, for instance, forms the main employment in the countryside, creates additional jobs, food security, but it is not as profitable in terms of budget.

The industry is more local and, obviously, concentrated in Ulan-Ude or in the center of the republic, but it is much more beneficial for the budget.

We have good prospects for tourism. Now tourism is unorganized, while making it This sphere can also lead to investments and additional income. And even for today, there is progress. This year we met different companies. The company "Drusa" has acquired several fluorite deposits and quartzite ones that means the investment program is approved and implies 18 billion rubles of investments in mineral extraction and processing in the territory of Buryatia .

T. Migotskaya:

- And where are these companies located?

A. S. Tsydenov:

- They are ocated in Okinsky, Bauntovsky, and Eravniansky districts where there are quartzite and fluorspar. And we should remember that 18 billion rubles is the amount of investments that the company provides for acquired fields, this is a large and significant tax base.

In addition, we are carrying out targeted work for attracting additional taxpayers. First and foremost, companies that carry out their activities across Russia, are not locally tied as, for example, a plant. Now I am speakind about the railway operators, because the subject is close to me. We are working on having them re-registered in Buryatia.

T. Migotskaya:

- Should any preferences be created in order it would be interesting for companies to register in the Republic of Buryatia?

A. S. Tsydenov:

- Yes, there are economic bases for such decisions, for sure it is not only about an oral agreement. For today, the tax code provides for a benefit, concerning a tax on movable property, put on balance from January 1, 2013. Since January 1, 2018, this federal exemption will cease to exist and will be valid only upon the decision of the regional authorities. We have decided to extend this privilege with regard to railway rolling stock.

I had meetings with all the largest railway operators in Moscow. They expressed interest. Next week, the first people come to study the issue of re-registration in Buryatia. But what is the essence? Having received a privilege for new cars, the company has a large fleet of old wagons, conditionally old, made before 2013, for which a property tax comes. Also, the company has a significant payment of income tax, so even giving this benefit, we still get more.

We do not create such a Buryat offshore company. Because now in the same way, such decisions have already been made in five entities, which are also trying to attract railroad companies to this effect. Therefore, we have a competitive spirit here a little bit with other regions. I think we will get our piece of the pie, too.

T. Migotskaya:

- Alexey Sambuyevich, Ulan-Ude has become the capital of start-ups. This is great, of course. Apart from the status we get a number of preferences. But in the most it is support of small and medium-sized business. What about large enterprises? You have said that the main taxpayers are large enterprises. I am speaking about such ones as "ZMMK" LLC, Instrument Manufacturing Сompany and others ... Is it possible for these giants of the Buryat industry to have a second wind?

A. S. Tsydenov:

- Maybe. Instrument Manufacturing Сompany, by the way, has very good prospects for a key line of their business, which concerns military defense, within the framework of the "Rostekh" corporation. They already have orders, which means they are provided with work. In addition, now the new management of the enterprise is actively working to diversify the types of activities, to enter new markets, for instance, the development of unmanned aircraft. We agreed with "Rosset" management that we  the production of smart metering devices will be placed on Instrument Manufacturing Plant. Such a business has very good prospects both in quantity and in money. Now our company needs to give good suggestions on technical parameters, respectively, on price. But I repeat, there is a demand. Orders are available both for the main line of business and for additional activities. Therefore, there is absolutely clear confidence that the enterprise will develop.

T. Migotskaya:

- And  what about ZMMK?

A. S. Tsydenov:

- According to "Ulan-Udestalmost" the situation is a bit worse, but now it is becoming better. You know that the company is on the verge of bankruptcy. The only reason why it did not enter into the bankruptcy procedure, because the enterprise supports a boiler house, which heats houses. And as a subject of natural monopoly, there is another procedure for bankruptcy. And we are now working to provide investors and orders for Ulan-Udestalmost. I met Oleg Valentinovich Belozerov, the president of JSC "Russian Railways" on the issue of booking orders or buying out the plant, I also met directors of the other enterprises. Just the other day I met an interested investor who is ready to buy the plant with all its debts, but at the same time to provide with orders. This investor has already booked orders and has already delivered metal as a give-and-take raw material. The factory has an amount of work. There's a salary problem.  The debt of the enterprise to its employees is more than 20 million rubles. The first payments on these orders will be to pay off debts on wages.

Y. Atanov:

- Alexey Sambuyevich, we announced this hotline. Residents called the hotline quite actively as well as applied to our e-mail address. We tried to structure the questions. Vasilieva Valentina Alexandrovna asks, the same question as a few more people asked. She says that she has a seniority of 57 years, but she is not a labor veteran. How can this be solved?

A. S. Tsydenov:

- In addition to the experience, there are some other criteria. Certain merits should be, encouragements during the work period, just the age or experience for the is not enough to be a labor veteran, probably, people, who have asked this question, have all these merits. Then an appeal should be submitted and everything is established in a proper way.

T. Migotskaya:

- Should an appeal be submitted to the Ministry of Social Protection?

A. S. Tsydenov:

- Exactly.

Y. Atanov:

- A lot of people are interested in housing and communal services tariffs. What should we expect from 2018? Will they rise? If so, how much?

A. S. Tsydenov:

- Yes, unfortunately, the tariffs will increase. First of all, for the central heating. There is a court decision, there is a Federal Antimonopoly Service decision. The Federal Antimonopoly Service, within the framework of the pre-trial settlement, decided that "Territorial Generating Company-14" for the previous years had collected for 200 million rubles less than it should have been because of the understatement of the tariff. We now have to make a decision that will allow this amount to be collected. On the one hand, of course, this is bad. For the population, any increase in tariffs is not exactly what we are striving for. At the same time, the deterioration of the infrastructure, the wear and tear of the networks, which, of course, requires repair and maintenance, thus, here it is necessary to choose between the bad and the terrible. If in the winter we have permanent accidents and, some houses will be with no central heating, this is would be much more evil than a gradual insignificant increase of the tariff.

In any case, all indexation of tariffs is within the limits, set by the government. For this year this index is 3.5%, no more. At the same time, we have not indexed tariffs this year. Indexing is zero. Therefore, there must be a balanced solution.

Speaking about electricity, you know that we have lowered tariffs. About 8% less, this year since July 1 it had been planned to increase tariffs for 4%, but we did not raise it, we lowered it by 4%. For enterprises, for small and medium-sized businesses, from September 1, the decline was 25%. We are now analyzing how this decline occurs in fact. There are normative decisions, documentary, but also there are bills which people received de facto. Now we are collecting feedback from enterprises, what bills they received in September. Mostly of them are as they should be, but there are some cases which need a revision. Anyway, basically the decline in tariffs occurred.

In any case, the growth of tariffs will not exceed the maximum allowable level. And even if it is necessary, for example, as in Severobaikalsk. The city was divided into two parts: there is an old boiler house and a new one. For the old boiler house the tariff is 2600 rubles per month, while for the new one is 1200. At the same time, as part of the resettlement from emergency housing, we have already moved part of the people to those areas which are heated by the new boiler house. And it turned out that for the remaining people, who use the old boiler house, the tariff should have increased even more. But this, of course, is impossible. We decided that we equalize the tariff. Now all 1800, but those people who had 1200 and rose to 1800, we will compensate for the difference from our budget. Therefore, such decisions are in any case balanced, if there is such a significant growth, then we will compensate.

T. Migotskaya:

- Alexey Sambuyevich, the problems of the northern territories. This topic is relevant for quite some time. One of them is the frequency and cost of air travel. I know that the government is working, prices are getting lower, and air transportation is becoming regular. Very soon, supported by the government "Baikalaviakom", will fly. Resettlement from dilapidated and emergency housing in the Baikal-Amur Mainlinezone is a very sensitive issue. Let's watch a video about houses in the Baikal-Amur Mainlinezone zone for BAM builders. - What do you think about it, Alexey Sambuyevich?

A. S. Tsydenov:

-  Now we look at the quality of houses and I am not satisfied.

Just this week, a meeting was held on the implementation of the program and on quality. In the Kabansky district to eliminate the defects in of the houses, where people moved, more than 9 million rubles is needed. This is only the elimination of defects by contractors. On the north now, too, is the assessment. In any case, all defects will be eliminated. The houses will not be demolished, of course. But we need to work hard on this issue. In Severobaikalsk city two houses are still in process of construction. In the Severobaikalsk region, everything was done in time.

T. Migotskaya:

- This is Nizhneangarsk.

A. S. Tsydenov:

- Yes, I see that there are quality problems in Nizhneangarsk. Well, then, the commission will go there right now to deal with these houses.

T. Migotskaya:

- In many respects, it happened with the connivance of the head of the district. I do not judge his work. But on what basis is the selection of future leaders, in particular ministers and deputy heads. Will they have a probationary period?

A. S. Tsydenov:

- As you know, a competition has been announced. October 23 is the deadline for applications. A large number of volunteers participate. There are our local cadres, and there are applications from the west. Some district heads also want to apply. Let's see who will submit. We welcome all applications. The higher the competition, the better. What are the requirements? Proficiency. What is proficiency, then? This is responsibility. This is the ability to make decisions and take responsibility for themselves. Ability to work in a team. ability to accept something new. The person should not be excessively conservative. Honesty and, of course, work experience are very important. No matter how good a person is, if they have no experience at all ...

T. Migotskaya:

Are there any age limit?

A. S. Tsydenov:

- No, but experience is needed. Experience limits age boundaries. I do not think that there will be someone younger than 30 years old. Although, maybe. Plus, every candidate must submit a development program of the sphere which he is declared - the Ministry of Economy, the Ministry of Tourism ... Also we invite experts from the Russian Academy of Public Service and National Economy under the government to conduct testing of all candidates. This is quite expensive. We take it upon ourselves in order to assess both subjectively and objectively the personal potential of the applicants.

T. Migotskaya:

- Anyway, after all these checks, will there be any trial period?

A. S. Tsydenov:

"There will not be a probationary period, because all ministers and vice-presidents have a probation period all the time. Did not manage? Well, sorry.

Y. Atanov:

- Returning to housing. Still a fairly large block. I singled out a few questions. Such a blitz. Here Nikitina Olga Georgievna from the village of Vagzhanov asks for help in transferring land from the Ministry of Defense to the city. She can not legitimate the house. What she should do?

A. S. Tsydenov:

- I know the problem. I have already written an appeal to the Ministry of Defense. I personally applied to transfer these lands. The issue of legalizing land in the city is difficult. Much of that concerns the sanitary protection zones, and the poultry farm, Buryatnefteprodukt, through the power lines. There is already a solution, there has been progress ... Big, systematic work is being done. We have mutual understanding, and many executions have been already done. Concerning the lands of the Ministry of Defense, I know we are already working with them to transfer these lands. The same work is carried out on the lands of the Agricultural Academy of Buryatia. We have now agreed with FAO (the Federal Agency of Scientific Organizations), which is in charge of all these issues, that we will make a substitution. We will take the lands of the agricultural academy that have been already built up, and we will give similar lands in the Kabansky district to the agricultural academy for their statutory activities. This issue we deal with constantly, and it is quite sensitive.

Y. Atanov:

- The residents, who got the land along the 4th km of Spirtzavodskaya highway, have been living for five years without light and water. And the residents of the 117th micro district have the same problems. There is no water, there is no road.

A. S. Tsydenov:

- This is а gardening community, probably. No light, no roads, no water - this is typical for gardening communities. When people bought, they understood what they were buying. And the leaders or initiators, who sold lots, they made promises to people. We must ask these leaders, but we will not leave people with their problem, anyway. But there are thousands of lots in gardening communities, and we will not be able to quickly carry out water, light and roads everywhere. Moreover, it is impossible in gardening communities to have republican roads. We can make the road across the territory...

T. Migotskaya:

- This is the area of responsibility of the participants themselves. I wanted to return to the topic of the economy of Buryatia. You said that tourism can become one of the locomotives of the economy. Is medical tourism a promising direction? "Arshan", "Goryachinsk", "Nilova desert". Are there any prospects for them?

A. S. Tsydenov:

- Medical tourism, in general, is one of the promising directions. What can work all year round, regardless seasons and weather. We focus on the development of medical tourism. And we will do it. In fact, pharmaceutical production is our advantage, which we can develop and we definitely should do it.  As for "Arshan", "Goryachinsk", "Nile Desert", the first two of them are related to labour organizations.

And this, of course, has been a problem for us for a long time. We discussed it several times. We have a democratic state. We can not order trade unions. Only negotiate. But while the trade unions have taken such a position that they are trying to do something themselves. Although about "Arshan" we have already decided that we take away their boiler house, which heats the village. The boiler house is in terrible condition, we take it away, without requiring them to repair it, and we will pay for it. We understand that our responsibility is to provide people with central heating. We can not allow such a situation to lead to the fact that people will be without central heating.

Y. Atanov:

A. S. Tsydenov:

- Schools and kindergartens is an actual problem for us. You know that this year seven schools work in three shifts. This is a blatant situation. According to the plans for today, we finish building two schools next year and do not start any new ones. It is clear that we can not work in this mode.

Just yesterday, it was a meeting. In short, the solution is that we will build six schools at once. In the city and in the Ivolginsky district - it is the district where children have to go to school in the evening. We can not break down children's lives, because of the fact we can not do anything.

In general, we start building six schools at once. We make a concession scheme, we are looking for investors. The investor comes and does everything at once, and we are paying off for 10 years. Such precedents already exist. For example, in the Yamalo-Nenets district. Legislation allows us to do that. Mostly it is a private-concession initiative. We have already had preliminary negotiations with two possible investors. The price of the issue is a bit less than 2 billion rubles.

We proceed from the fact that we are building right away, but we are settling down during subsequent periods. Money issue is difficult, but children still need appropriate conditions. The first stage is eliminate the third shift.

The second stage, which we do not plan to drag out for a long time. This concerns schools in emergency condition. Therefore, we will update them, too, in an accelerated pace, to build new ones and to come over with capital repairs.

The same for kindergartens. I have already said that almost 2 thousand children from 3 to 7 years old need kindergartens.. A concession scheme is also being developed.

T. Migotskaya:

- And what about school meals?

A. S. Tsydenov:

-  The food question is not simple. We have about 38 thousand children, who have a social situation, and whom I would like to help. Within the budget that we have, we can not help everyone. The task is to fill the budget with revenues. If we fill the budget, we will be able to resolve issues, including support for baby food.

T. Migotskaya:

- That's good. Alexey Sambuyevich, here we go back to the topic of housing, more precisely, to housing problems, which must be successfully resolved. I'm talking about deceived co-investors.

Soon there will not be such a concept in Russia, because the fund is being created. We have a video, let's see how it is going in the Republic of Buryatia. T. Migotskaya:

- This is the topic. When will the foundation work in Buryatia?

A. S. Tsydenov:

- When the federal legislation is adopted in full, it has not yet been fully formed, this fund will work. But this is a fund for new construction projects. This fund does not concern those construction projects, which are already problematic for today. Therefore, we will resolve issues within the framework of existing procedures and current legislation. A difficult situation, we have already involved  law enforcement agencies in some cases, because there are such schemes that require consideration by the competent authorities. And we find various solutions with resource-supplying organizations, with the Territorial Generating Company-14, with "Chitaenergosbyt". We agree to meet halfway, we resolve the issue with the tax service, bailiffs. Now the situation is confusing in each case. A lot of co-investors, everyone has a different position, someone has already gone to court and thereby blocked the entire construction. Therefore we deal with every single house separately. I have already held dozens of meetings on this matter. We gather regularly, we have progress. There are houses which, we definitely know, will be completed.

Y. Atanov:

- This week the Day of a worker of the agro-industrial complex has been celebrated in Buryatia. People got honorary diplomas, talked about problems, ranging from expensive bank loans to the continuing drought. And yet, Buryatia is an agrarian republic, although we are considered as a zone of risky farming. What should we focus on? Our livestock farming and crop husbandry are developing. What course can remain a locomotive of the agro-industrial complex? What works are well for our farmers, in your opinion? Although, all the same time, we have different areas ...

A. S. Tsydenov:

- The areas are different, the situation is different, the weather, relatively speaking, adds some problems, there is not enough moisture, the regime is broken. This year we have quite good indicators for agriculture and for the agro-industrial complex in general. This year, we have revenue growth of about 1.3 billion rubles, and a total of 28 billion rubles in revenues of all agro-industrial organizations.

I would like to congratulate our workers of the agro-industrial complex on the occasion of the holiday.

We are becoming better, despite the drought. This year we have a better harvest of grain, eggs and meat. We have worse potatoes this year, but the weather has been so influential. Concerning all other parameters, we grow. Still, the emphasis is more on livestock, and crop husbandry is more problematic. But if we are talking about the greenhouse economy and the prospect of developing a greenhouse economy, now a few projects are being worked out at once. Animal husbandry without a fodder base is also impossible. In any case, this is such a balanced development, there are prospects and quite good. Now we are regaining tribal service, we have resumed the work of the pedigree cattle exhibition. It has been held this week. Very successfully, by the way. There have been representatives from the Trans-Baikal Territory, Irkutsk Region, Mongolia. Everyone liked it. Our farmers watched, talked to each other, shared experience, competed with each other. There is demand, there are prospects. It means this sphere will develop.

Y. Atanov:

- I would like to ask about animal husbandry. We have traditionally grown a coarse-wooled breed of sheep, but this rough wool is not in demand. Maybe, should we make an order for a scientific development, so that it would be possible to process this wool?

A. S. Tsydenov:

Well, previously we had a fine-wool sheep. The economic situation has changed and we switched to this breed. Now the wool market is being formed. The enterprise of the group "Azhour", which we placed in our industrial park, produces finished products, but from imported yarn. Now they put the equipment in order to bring to the final production from the processing of wool. We help put the wool washer. This is one of the key points. In order to take the wool and continue to process, a sink is needed. We are building a boiler house, using budget funds, which will provide the washing of the wool by the ferry. And the enterprise for a full cycle is ready to take a thousand tons of wool, this is a minimum of 300 thousand sheep, sheep is needed in order to fully load this enterprise. Of course, we do not have that much fine wool. And the price. Now it is about 200 rubles per 1 kg. That is, this is a more or less OK. And the demand for Merino, fine-wooled sheep has grown literally in recent times. Even Mongolia, whose representatives we had at the exhibition, asked if we could provide them with the supply of a stock of fine wool sheep. We do not have enough of it even for ourselves, to be honest. In any case, any breed is estimated by the final economic effect. November 22 we will have a very large meeting on livestock. We will think what to do with it.

T. Migotskaya:

- Until the decision is found?

A. S. Tsydenov:

- Exactly.

T. Migotskaya:

- Now people are voting for "Kind people of Russia". Five people from Buryatia  are nominated. You invite to vote for Nadezhda Hershevich. What is the reason for this?

A. S. Tsydenov:

- The answer is simple. When I posted in social networks a post stating that Ulan-Ude can become the capital of start-ups, everyone supported me and actively voted. And when I saw that our Metropolitan Savvaty posted a post in support of Hershevich, I made only a repost of his post. Then I did not even know that there are five participants. Now I know. I have already been told off for voting only for her... Do not get me wrong, I saw a post for our resident ... Why should not I support them? I certainly did not make any choice between the five other candidates. I want any resident of Buryatia to win. This is not the minus for the rest four participants. Noway.

T.Migotskaya:

- All candidates are really worthy.

A. S. Tsydenov:

I am sure. I have already looked at all the rest after that situation. I got complaints: why did I support only one. All are worthy. I voted for the second candidate, now she still wins, having more than five thousand votes.

T.Migotskaya:

- Maybe. That is why when I was asked to post a information in support of everyone the rest, I did not do that in order to give people the opportunity to choose themselves but not to simply follow my desision.

A. S. Tsydenov:

- Concerning the roads. I drove around all the areas. Everywhere is smooth, but the worst road is in Bountovsky district and Eravninsky one. We had a contractor there who did not manage. We terminated the contract with this company. Now we are looking for a new contractor, we will do a new competitive procedure. Roads is a big question, we can not say that we will quickly solve the problem.

You know that this year we significantly increased the financing of the road network. 6 billion rubles - this is what goes to the roads of the republic, of which 1.5 billion is for federal roads; 4.5 billion is for the republican roads.

The amount of road construction this year is unprecedented. We hope that next year we will keep the same amount. I know the problem of roads and I gradually solve it.

- As for the train. Here is the question of the economy. There is an Okusikan-Taksimo train but only few people use it. We set up a temporary train Ulan-Ude - Petrovsky Plant. Now it is decided to keep it in the all-the-year-round mode. We pay extra 1000 rubles for almost each passenger. It's hard. At the same time from Vydrino to Tanghoi there is a good automobile road. So we can not say that it is impossible to get anywhere. Therefore, the balance between needs and opportunities.

T. Migotskaya:

- The economy should be balanced, is not it?

A.S. Tsydenov:

- The economy should be effective.

T. Migotskaya:

- In Buryatia, there is now a month of Buryat language. Many events are remarkable: it is a poetry competition, an intellectual game, an electronic textbook of the Buryat language. How are your Buryat studies going on?

A. S. Tsydenov:

- I have no time! On Sunday I finish my work at 10 pm. and on other days the situation with time is even more tense.

T. Migotskaya:
