The website of the President of the Russian Federation Vladimir Putin published a list of instructions for the meeting on the environmental development of the Baikal Territory, which took place on August 4 in Tanhoi with the participation of representatives of federal and regional authorities.


The Government of the Russian Federation was instructed to ensure full implementation of measures to eliminate the consequences of the negative impact of waste generated by the activities of the Baikal pulp and paper plant, providing the financing of these activities at the expense of the budgetary appropriations of the federal budget for 2018 and for the planned period of 2019 and 2020 years, and to determine the sole executor of work to eliminate the consequences of such impact. A report on this topic should be submitted every six months, the first one should be submitted before December 1.

The Government of the Russian Federation on behalf of Vladimir Putin should also consider extending the deadline for the implementation of the federal target program "Protection of Lake Baikal and socio-economic development of the Baikal natural territory for 2012-2020" and increasing its funding, paying special attention to efficiency and priority areas spending, and submit relevant proposals. The deadline is December 1.

In addition, the federal government should ensure an increase in the payroll of state inspectors in the field of environmental protection in the amount not less than the amount of revenues received in the reported financial year from payment of fines for violation of the RF legislation on specially protected natural areas, as well as funds received in the order compensation for harm caused to the environment. A report on this issue should be submitted before December 1.

The government of the Russian Federation until December 1, 2017 should ensure the introduction of changes in the legislation of the Russian Federation providing for:

- crediting to the federal budget of non-tax revenues from payment of fines for violation of the RF legislation on specially protected natural areas and funds received in order to compensate for harm caused to the environment in order to increase the effectiveness of protection of such territories;

- transfer of forest lands occupied by protective forests within the boundaries of the central ecological zone of the Baikal natural territory to the lands of populated areas in connection with the establishment of the boundaries of forest settlements within the territory actually occupied by such settlements;

- the creation of mineralized fire breaks and the prohibition of development such areas in order to ensure fire safety of settlements;

- specification of the object list of the federal level state ecological expertise on the Baikal natural territory in order to simplify the construction and reconstruction of social infrastructure facilities;

- Definition of the legal regime of the territories where the settlements are located, within the boundaries of national parks.

The Government of the Republic of Buryatia and the Government of the Irkutsk Region, in conjunction with the Ministry of Economic Development and Trade of Russia, were instructed to ensure the establishment of the boundaries of settlements and forest settlements located on the lands of the forest fund and lands of specially protected natural areas within the central ecological zone of the Baikal natural territory, within the territory which is actually occupied. The report on this assignment must be submitted by December 1.

The Prosecutor General's Office of the Russian Federation together with the Federal Service for Supervision of Natural Resource Usage is charged with verifying the legality of activities that have a negative impact on the environment on the Baikal natural territory. The deadline for execution of the order is November 1, 2017.

The Ministry of Energy of Russia is instructed to prepare jointly with the Government of Buryatia and submit proposals on the supply of electricity generated by the Gusinoozerskaya thermal and electric power station to Mongolia, including the necessary volume of investments, the possible price for electricity and the terms of its supply, and corresponding changes in the parameters of the energy balance of Buryatia.

The Government of the Russian Federation in conjunction with the Government of the Irkutsk region was instructed to take the necessary measures to reconstruct the road on the island of Olkhon. Report on necessary measures must be submitted by 1 October.
